Telegram delivery is not connected yet. This is a local dry-run preview only — no messages are sent, no bot token is used, and nothing leaves this machine. Each entry below records what an alert would deliver once a real channel is wired. The Sent count is always zero here by design. The Telegram transport code now exists, but real delivery is not connected in this environment — wiring a live bot needs a token and is a separate, explicitly-approved step.
